Task Force “Pasion” is headed by PSupt Nestor Felix, the Deputy Provincial Director for Administration (DPDA) of the Ilocos Norte police.

In his initial report to PRO1 Regional Director PCSupt Ramon V. Gatan, Ilocos Norte Provincial Director PSSupt Benjamin M. Lusad disclosed that Pasion, 40, of Barangay Payas in San Nicolas town, Ilocos Norte, was about to board his service vehicle parked within the premises of the said gasoline station when an unidentified male suspect alighted from a Honda Wave motorcycle, approached the victim and shot him successively on the back.

The report stated that the gunman then boarded the same motorcycle which was driven by another unidentified suspect, and the duo fled towards the south direction.

The victim sustained gunshot wounds on his back and was rushed to the Ablan Memorial Hospital in Laoag City for medical treatment but was declared dead on arrival by the attending physician.

Police investigators recovered from the crime scene three (3) empty cartridges for caliber .45 and one (1) deformed slug.

In a subsequent report, Task Force “Pasion” head PSupt Felix stated that they had invited witnesses for questioning for the possible identification of the suspects.

“We are currently focusing on personal grudge and work-related angles as possible motives for the killing. The Ilocos Norte PNP Crime Laboratory Office is likewise cross-matching the recovered empty cartridges with other pieces of evidence related to past shooting incidents in the province,” Felix said in his report.(PNP-PRO1 PIO)
